The Role

 

An exciting opportunity has arisen to undertake the position of Communications Data Investigator Single Point of Contact (CDI SPoC), operating within Northumbria Police Force.

 

The CDI SPoC is responsible for the lawful acquisition of communications data, in accordance with the Investigatory Powers Act 2016 (IPA), for acquiring, analysing and exploiting communications data (CD) to progress proactive, reactive, overt and covert investigations. Providing both strategic and tactical advice to investigations, including threat to life enquiries, whilst ensuring all activity is within the confines of relevant legislation and providing a 24/7 on-call function.

 

The CDI SPoC is expected to act as a guardian by way of quality and control in protecting the Chief Officer against litigation for unnecessary or disproportionate intrusion into personal privacy. Therefore proven decision making abilities are essential in this role.

 

This is an extremely high pressure role where the dynamics can quickly alter. Where having the ability to quickly adapt and effectively prioritise and fulfil assignments, whilst maintaining absolute accuracy is essential.

What do I need?

 

Successful candidates will be expected to demonstrate a commitment to Continuous Professional Development (CPD), to drive improvements for themselves, the CDI SPoC team and the wider force; working within Northumbria Force Proud Values and Mission Statement.

 

An awareness of the Investigatory Power’s Act 2016 (IPA), Human Rights Act 1998 (ECHR), Data Protection Act (DPA) and Criminal Procedures Investigations Act 1996 (CPIA) are desirable but not essential.

 

Applications are invited from those who can demonstrate they have experience working in areas that require the highest level of unqualified accuracy and integrity, underpinned by the Code of Ethics, have effective communication and personal responsibility and can show experience adhering to critical deadlines.

 

The post holder is expected to take part in an on-call rota, which involves being available to work weekends and bank holidays, it is therefore necessary to be able to travel if required.

 

The successful candidate must be available to attend an extensive Accreditation Programme which includes one week residential training at the College of Policing scheduled for December 2022 and Skills for Justice Level 4 Diploma.

 

What will I be doing?

 

•            Provide specialist advice and investigative expertise pertaining to CD in support of Life at Risk, proactive and reactive investigations and crimes in action, to ensure that investigations are conducted with due consideration and proficiency.

•            Effectively prioritise workload in line with vulnerability, technical complexities and operational timescales, applying unique CD skill set and knowledge. 

•            Interpret and undertake analysis of CD to support front line policing, identifying further lines of enquiry and tactical options.

•            Evaluate and quality assure CD applications and support and engage with applicants and authorising individuals, to ensure necessity, proportionality and collateral intrusion sections comply with relevant legislation and CD Codes of Practice.

•            Ensuring the Force is legally compliant on all Investigatory Powers Act (IPA) data requests, including individual accountability.

•            Through mandatory continued professional development (CPD), uphold CDI SPoC Accreditation and Licence to Practice as a CDI SPoC; maintain an understanding of all aspects of rapidly evolving communications systems and network technologies.

•            Deliver training to officers and take on project work and attendance on national user groups, to benefit the Force and wider CD Community, as directed by the Line Manager.

•            Be able to prepare, deliver and present communications data for use in court proceedings, as required.

•            Comply with all relevant legislation and the associated codes of practice to ensure all standards are met.

 

There will be an expectation that the successful candidate remains in post for a minimum of 3 years.
