Hours of Work:  Mon – Fri office hours (flexibility required for some evening work as and when required and some travel may require over-night trips)

Duration:  Commencing from ASAP but latest start date 1st July 2019 until end of March 2020 (internal or fixed term contract) (Subject to pre-employment checks)

 

Internal candidates must by supported by their current supervisor as well as their head of department, to be released for the duration of the secondment, failure to do so will result in the application being withdrawn. Internal candidates who are not supported by their supervision may apply for the role on a fixed term contract basis.

 External candidates can apply for a secondment but this must be with the agreement of their current employer and their current employer must be willing to enter into an agreement with Northumbria Police. Role:

Northumbria Police and the Office of the Police and Crime Commissioner, have secured funding from the Home Office to build on the successful work of the six force regional ‘Domestic Abuse:  A Whole Systems Approach’ project, recently delivered over the last 3 years 2016-2019. This project is ‘Domestic Abuse:  A Whole Systems Approach – The Next Steps’ project which will continue to transform the response to domestic abuse across the country.

 

‘Domestic Abuse:  A Whole Systems Approach – The Next Steps’ involves three elements which you will play a key role in managing;

(1)    Sharing Best Practice Nationally

Sharing good practice from the original project, as well as outcomes and challenges by design of a national toolkit and digital platform.

(2)    Domestic Abuse Perpetrator Management Collaboration

Engage with other Police Transformation projects dealing with perpetrators of domestic abuse in relation to the Multi-agency Tasking and Coordination (MATAC) process, including the Drive Project and Early Intervention Response (EIR), aswell as RESPECT, to explore how to share and champion best practice nationally. 

Work together to design, create and disseminate the collaboration process.

(3)    Consolidation of Domestic Abuse: A Whole System Approach Programme

Project manage an extended trial period of the following elements of the original six forces participating in the original project, to continue gathering data for the evaluation and further embed them;

Humberside, North Yorkshire, Durham and Cleveland – MATAC delivery

West Yorkshire – Domestic Violence Support and Assistance (DVSA) car delivery

Northumbria – MATAC one to one behaviour change programme workers

The expected outcomes and benefits of the project are:

 

•        Prevent domestic abuse related offending;

•        Improve victim safety;

•        Improve criminal justice outcomes;

•        Improve partnership engagement;

•        Improve offender behaviour;

•        Effective national  information sharing;

•        Effective multi-agency offender management.


This is an exciting and unique opportunity for anyone passionate and motivated about transforming the national response to Domestic Abuse.  You will have a team to support your role, a business analyst, evaluation coordinator, engagement advisor and events coordinator and ICT design and development support.

 

The following attributes and requirements are considered key to the success of this project manager role:

 

  • Must have comprehensive project and programme management experience including risk management, change control and strategic planning (E);
  • Must hold a degree or have substantial relevant experience of working within a multi-agency public sector environment (E);
  • Must have the ability to manage multiple tasks and have proven experience of delivering within timescales (E);
  • Must have the ability to handle complex information and be able to analyse and present it in a simple fashion (E);

·        Must have experience of managing work with people and agencies across multiple sites (E);

·        Must have excellent communication/interpersonal and collaboration skills with the ability to influence others at a senior level (E);

·        Should have experience of working at a national level and influencing national culture (D);

·        Should have experience of public speaking at a national level (D);

·        Should have knowledge of the impact of domestic abuse or experience of dealing with domestic abuse survivors (D);

·        Should have knowledge and experience of management of domestic abuse perpetrators (D);

·        Should have experience of organising and delivering national conferences or knowledge sharing events (D);

·        Should have experience of development of digital platforms or websites (D);

·        Should have had involvement in delivery or knowledge of the original Whole Systems Approach Project (D);

·        Should have had involvement in delivery or knowledge of the MATAC, Drive or EIR projects (D)

 

Vetting level: Management Vetting (MV).  Applicants must be a resident of the UK for a minimum period of 5 years to ensure vetting checks can be successfully performed.
