Domestic Abuse Specialist - Violence Reduction Unit (VRU)
 

Location: Victory House, Balliol Business Park or any accommodation as directed by the PCC

Accountability: Reports to the Head of the VRU.

Candidates must be supported by their current employer and their current employer must be willing to enter into an agreement with the Office of the Police and Crime Commissioner to be released for the duration of the secondment, failure to do so will result in the application being withdrawn. Candidates who are not supported by their employer may apply for the role on a fixed term contract basis.

 

Purpose:

To develop and deliver a multi-sector violence reduction strategy across Northumbria Police Force area.  The post being advertised is specifically to support the Strategic Domestic Abuse work stream.

 

Role summary

Northumbria Police and Crime Commissioner is one of eighteen PCCs to have secured funding from the Home Office to develop a Violence Reduction Unit (VRU).

VRUs are a multi-agency approach designed to bring together police, local government, health agencies, education representatives and other community representatives to tackle violent crime, and importantly, its underlying causes and deliver a response strategy including capacity building, tactical changes and interventions

The VRU team, within the Office of the Police and Crime Commissioner, will develop and deliver a response strategy working with communities and partners to deliver a multi-agency public health approach to reducing serious violence.  Our approach will focus on early intervention; youth diversion; drugs, alcohol, homelessness; mental health; domestic abuse and effective criminal justice.

A key element of our response strategy will be engagement with the six Local Authorities and partners, ensuring that there is a joined up approach to dealing with domestic abuse. This will include the development of a range of preventative interventions, a focus on education, and support for victims.  This work will need to be aligned to the pending Domestic Abuse Act.

Candidates should have an excellent understanding of the local landscape in relation to domestic abuse and have close relationships with key partners in domestic abuse support services, health, criminal justice, policing, education and other services across Northumbria.

 

Key roles and responsibilities of this post:

1.       Shaping policy and campaigns and develop/commission services to deliver the Northumbria VRU’s response strategy including tactical changes and interventions from partners focusing on: early intervention; youth diversion; drugs, alcohol, homelessness; mental health; domestic abuse and effective criminal justice;

2.       Work with the Head of the Northumbria VRU and VRU Coordinators to contribute and deliver the work programme of the VRU’s to ensure effectiveness and value for money is achieved;

3.       Lead and performance manage across multi-agency teams and directorates to ensure commissioned services, policy and work programmes effectively meet Northumbria VRU needs;

4.       Ensure relevant due diligence checks have been undertaken and reporting and quality measures are in place;

5.       Build strong working relationships with partners across the Northumbria VRU and external stakeholders;

6.       Ensuring that the stakeholder management is prioritised in the policy development process and communication of the programme’s process and actions are of very high quality and key influencers are prioritised;

7.       Ensure the team is informed on key national policy issues in relation to domestic abuse - advising the Head of the Unit and VRU Board as appropriate;

8.       Provide professional support to a number of existing domestic abuse projects and scrutiny processes

9.       Oversee briefings, correspondence and advice to senior decision makers and colleagues on Northumbria VRU policy relating to domestic abuse;

 

Required knowledge, skills and abilities

·         Excellent understanding of the national and local landscape in relation to domestic abuse and cyber enabled domestic abuse;

·         Demonstrable ability to foster relationships with key partners in domestic abuse support services health, criminal justice, policing, education and other services across Northumbria;

·         Have the ability to provide cross-sector responses and early interventions to support the reduction of serious violence, in particular domestic abuse.

·         Must have comprehensive project and programme management experience including developing and commissioning  services and overseeing the delivery of those services;

·         Must hold a degree or have substantial relevant experience of working within a multi-agency public sector environment;

·         Must have the ability to manage multiple tasks and have proven experience of delivering within timescales;

·         Must have the ability to handle complex information and be able to analyse and present it in a simple fashion;

·         Must have experience of managing work with people and agencies across multiple sites;

·         Must have excellent communication/interpersonal and collaboration skills and an ability to communicate, build relationships, influence and negotiate with prospective providers, stakeholders and partners;

·         Must have experience of working in a pressured environment to tight timelines;  

·         Should have an understanding of the public health approach and how interventions can be delivered at population level, targeting resources effectively through increased understanding of the population.

·         The post-holder may be required to undertake such other responsibilities as are reasonably commensurate with the grade of the post.
